On 10-10-10 at 10 AM Cincinnati Change is engaging the public sector with a coalition of individuals, non-governmental organizations and faith based partners such as the United Methodist Men of Keys of the Kingdom UMC who are supportive of the goals of One Nation Working Together March in reordering our nation's priorities to invest in our most valuable resource- Our People.

At 10AM on October 10 2010 at 4400 Reading Road Cincinnati Change will release its One Nation One State One City Nati Way™ Comprehensive Plan outline, which is based on Erasing the Digital Divide in greater Cincinnati.

We, like the MLK Coalition, believe that like Dr. King, “service” can be the nexus between people and their communities. In our case, this means erasing the digital divide in our community and creating new community development models in Hamilton County joining both public and private sector resources. A goal is the creation of the Cincinnati Change Peoples Convention Center Complex which will be the Network Operations Center for solution for 20 million users at $1K Ea.

Included will be models that support a creative class in the Nati Way™. The Nati Way™ is a Trademark and Business Process licensed to McGraw Daniels, LLC and to Hargrove Engineering, LLC which has authorized Cincinnati Change to create a new model in Hamilton County to serve southern Ohio.

Cincinnati Change has answered President Obama’s call to service with its proposal to Erase the Digital Divide and investing in people. We presented our updated $625 million dollar, statewide 3rd Frontier Health Information eXchange proposal during an August, 2010 conference call with Dr. Jackson, the Ohio State Director of Health. We will join forces with the 100 Male March, the United Methodist Men of Keys of the Kingdom UMC, other organizations and individuals on October 8, 2010 to plan its implementation.

Background: In April 2010, we offered a proposal to the Ohio Department of Insurance as part of our joint venture with Hargrove Engineering, an African American, small business to Erase the Digital Divide. We are now implementing our Erase the Digital Divide Network Operations Center in Cincinnati. Our plan is to create a unified network with 700Mhz and WiMax infrastructure tied into Fiber, CLEC POTS, WiFi and MVNO networks across the 35 counties of Southern Ohio. Initially, we will serve the students of the Cincinnati Public Schools as well as 20,000 underserved households in Cincinnati and 5,000 employers throughout Hamilton County.

50 years or is it 400 Years = less than 1% (ie .99%) nationally according to the US Census Bureau or less than a half of one percent (ie .4955%) in Ohio of all business revenue earned by African Americans. What has been the ramifications and implications of these shameful, tragic figures on the economic health of black communities and the country as a whole?

Now is the time for a change.

Cincinnati Change is committed to development in line with The United Nations Global Compact and a superset of green regulations put forth by a committee enpanneled to the Congressional Black Caucus 25 September in Washington DC.

The United Nations Global Compact is a strategic policy initiative for businesses that are committed to aligning their operations and strategies with ten universally accepted principles in the areas of human rights, labour, environment and anti-corruption

In this program we shall address the ramifications and the implications of the aforementioned shameful, tragic figures on the economic health of our black community.

We believe that this lack of economic parity has led to higher crime rates, higher rates of imprisonment, higher rates of unemployment and lower educational achievement. This downward spiral in the Black community effects the whole country.

This meeting was to inform regional and teleconference particpants leaders of the steps that our virtual organization has taken and our plans for the future. We think that the American Recovery and Reinvestment Act (ARRA) and its counterpart, other recovery initiatives, the general budget provides an opportunity to redress some of the systemic and personal economic equalities.

The National Fairness and Growth Campaign has created a grassroots campaign of practitioners who have a long term operational knowledge of past practices . These business people are very familiar with the philosophies, strategies, approaches, programs and projects ostensibly designed to address the history and practices of discrimination towards African Americans that levels the playing field. By extension we also address discriminatory practices towards other groups

The National Fairness and Growth Campaign will be a significant advocate for the "greening" of America especially in its vulnerable communities. The Campaign does not have negative presumptions regarding current planning or execution of the Congress or President Obama’s administration budget or initiatives.

We seek to provide solutions gained from the hard earned insight into potential enforcement of existing public laws, regulations, new initiatives and programs through the use of “Best Practices” that level the playing field(s).

Hello and Happy Fourth of July, everybody. This weekend is a time to get together with family and friends, kick back, and enjoy a little time off. And I hope that’s exactly what all of you do. But I also want to take a moment today to reflect on what I believe is the meaning of this distinctly American holiday.

Today, we are called to remember not only the day our country was born – we are also called to remember the indomitable spirit of the first American citizens who made that day possible.

We are called to remember how unlikely it was that our American experiment would succeed at all; that a small band of patriots would declare independence from a powerful empire; and that they would form, in the new world, what the old world had never known – a government of, by, and for the people.

That unyielding spirit is what defines us as Americans. It is what led generations of pioneers to blaze a westward trail.

It is what led my grandparents’ generation to persevere in the face of a Depression and triumph in the face of tyranny.

It is what led generations of American workers to build an industrial economy unrivalled around the world.

It is what has always led us, as a people, not to wilt or cower at a difficult moment, but to face down any trial and rise to any challenge, understanding that each of us has a hand in writing America’s destiny.

That is the spirit we are called to show once more. We are facing an array of challenges on a scale unseen in our time. We are waging two wars. We are battling a deep recession. And our economy – and our nation itself – are endangered by festering problems we have kicked down the road for far too long: spiraling health care costs; inadequate schools; and a dependence on foreign oil.

Meeting these extraordinary challenges will require an extraordinary effort on the part of every American. And that is an effort we cannot defer any longer.

Now is the time to lay a new foundation for growth and prosperity. Now is the time to revamp our education system, demand more from teachers, parents, and students alike, and build schools that prepare every child in America to outcompete any worker in the world.

Now is the time to reform an unsustainable health care system that is imposing crushing costs on families, businesses, large and small, and state and federal budgets. We need to protect what works, fix what’s broken, and bring down costs for all Americans. No more talk. No more delay. Health care reform must happen this year.

And now is the time to meet our energy challenge – one of the greatest challenges we have ever confronted as a people or as a planet. For the sake of our economy and our children, we must build on the historic bill passed by the House of Representatives, and make clean energy the profitable kind of energy so that we can end our dependence on foreign oil and reclaim America’s future.

These are some of the challenges that our generation has been called to meet. And yet, there are those who would have us try what has already failed; who would defend the status quo. They argue that our health care system is fine the way it is and that a clean energy economy can wait. They say we are trying to do too much, that we are moving too quickly, and that we all ought to just take a deep breath and scale back our goals.

These naysayers have short memories. They forget that we, as a people, did not get here by standing pat in a time of change. We did not get here by doing what was easy. That is not how a cluster of 13 colonies became the United States of America.

We are not a people who fear the future. We are a people who make it. And on this July 4th, we need to summon that spirit once more. We need to summon the same spirit that inhabited Independence Hall two hundred and thirty-three years ago today.

That is how this generation of Americans will make its mark on history. That is how we will make the most of this extraordinary moment. And that is how we will write the next chapter in the great American story. Thank you, and Happy Fourth of July.

STATEMENT FROM PRESIDENT OBAMA ON THE OCCASION OF JUNETEENTH

On this day in 1865, more than two years after President Lincoln signed the Emancipation Proclamation, those who found themselves still enslaved in Galveston, Texas had their hopes realized and their prayers answered. Contrary to what others had told them, the rumors they had heard were indeed true. The Civil War had ended, and they were now free.

General Gordon Granger issued the call with "General Order No. 3" saying "The people of Texas are informed that, in accordance with a proclamation from the Executive of the United States, all slaves are free. " June 19, or Juneteenth, is now observed in 31 states. Nearly a century and a half later, the descendants of slaves and slave owners can commemorate the day together and celebrate the rights and freedoms we all share in this great nation that we all love.

This moment also serves as a time for reflection and appreciation, and an opportunity for many people to trace their family’s lineage. African Americans helped to build our nation brick by brick and have contributed to her growth in every way, even when rights and liberties were denied to them. In light of the historic unanimous vote in the United States Senate this week supporting the call for an apology for slavery and segregation, the occasion carries even more significance.

From this historic day in Cincinnati we have started to change Africa now by creating a health care initiative that starts on Junetenth 2009.

In Normandy this morning, the President spoke at the 65th Anniversary Ceremony:

Lyndon Johnson once said that there are certain moments when "...history and fate meet at a single time in a single place to shape a turning point in man's unending search for freedom."

D-Day was such a moment. One newspaper noted that "we have come to the hour for which we were born." Had the Allies failed here, Hitler's occupation of this continent might have continued indefinitely. Instead, victory here secured a foothold in France. It opened a path to Berlin. It made possible the achievements that followed the liberation of Europe: the Marshall Plan, the NATO alliance, the shared prosperity and security that flowed from each.

It was unknowable then, but so much of the progress that would define the 20th century, on both sides of the Atlantic, came down to the battle for a slice of beach only six miles long and two miles wide.

More particularly, it came down to the men who landed here -- those who now rest in this place for eternity, and those who are with us here today. Perhaps more than any other reason, you, the veterans of that landing, are why we still remember what happened on D-Day. You're why we keep coming back.

For you remind us that in the end, human destiny is not determined by forces beyond our control. You remind us that our future is not shaped by mere chance or circumstance. Our history has always been the sum total of the choices made and the actions taken by each individual man and woman. It has always been up to us.

You could have done what Hitler believed you would do when you arrived here. In the face of a merciless assault from these cliffs, you could have idled the boats offshore. Amid a barrage of tracer bullets that lit the night sky, you could have stayed in those planes. You could have hid in the hedgerows or waited behind the seawall. You could have done only what was necessary to ensure your own survival.

But that's not what you did. That's not the story you told on D-Day. Your story was written by men like Zane Schlemmer of the 82nd Airborne, who parachuted into a dark marsh, far from his objective and his men. Lost and alone, he still managed to fight his way through the gunfire and help liberate the town in which he landed -- a town where a street now bears his name.

It's a story written by men like Anthony Ruggiero, an Army Ranger who saw half the men on his landing craft drown when it was hit by shellfire just a thousand yards off this beach. He spent three hours in freezing water, and was one of only 90 Rangers to survive out of the 225 who were sent to scale the cliffs.

And it's a story written by so many who are no longer with us, like Carlton Barrett. Private Barrett was only supposed to serve as a guide for the 1st Infantry Division, but he instead became one of its heroes. After wading ashore in neck-deep water, he returned to the water again and again and again to save his wounded and drowning comrades. And under the heaviest possible enemy fire, he carried them to safety. He carried them in his own arms.

This is our congressman and we support him as a change agent who sits in the federal government. We met with him today and look forward to his leadership as we change Cincinnati NOW!!

Representative Steve Driehaus was sworn in on January 6, 2009 as the Member of Congress for Ohio’s First District. Representative Driehaus sits on the House Financial Services and Oversight and Government Reform Committees, and he has begun work to improve the First District’s aging infrastructure, to bring sensible ideas to the country’s mortgage crisis, and to reverse the nation’s economic decline.

Prior to his service in Congress, Steve served eight years in the Ohio House of Representatives. He was chosen by his peers to serve as House Minority Whip in 2003 and took a leadership role on issues such as election law and redistricting reform.

A fiscal conservative, Representative Driehaus was the sponsor of legislation that would force a review of the billions of dollars that Ohio foregoes in "tax expenditures." He served on the Finance and Appropriations, Insurance, Public Utilities and State Government and Elections committees in the State House. In addition, Steve served on the Governor’s Foreclosure Prevention Task Force and the Clean Ohio Council. Representative Driehaus was named legislative “Rookie of the Year” by the

Cincinnati Enquirer during his first term, and was named “Legislator of the Year” by both the Ohio Association of Elections Officials and the ARC of Ohio in 2007. Representative Driehaus is a 1984 graduate of Elder High School in Cincinnati, and earned a degree in political science from Miami University. He holds a masters degree in public affairs from Indiana University and later served as a Peace Corps volunteer in Senegal, where he worked with village groups and local schools to promote sustainable environmental practices.

Steve directed the Community Building Institute, a collaborative effort of Xavier University and the United Way and Community Chest that promotes citizen-led, asset-based community development. Steve, his wife, Lucienne, their two daughters Alex and Clare, and son Jack, live in Cincinnati.

NCRC Meets With Secretaries Geithner and Donovan to Discuss Modifying Millions of Mortgages in Jeopardy

Cincinnati Change is a member of the National Community Reinvestment Coalition (NCRC) . NCRC President and CEO John Taylor met today with Treasury Secretary Timothy Geithner and Housing and Urban Development Secretary Shaun Donovan, in a meeting attended by financial institutions, trade associations and non-profits. Taylor warned of the danger to the economy of rising foreclosures and urged the secretaries to act quickly to enact a broad-based loan modification program. Geithner's announcement yesterday of Treasury's Financial Stability Plan was met with disappointment by NCRC, as the plan delays by several more weeks addressing the rising tide of foreclosures.

“Fixing the economy and ending foreclosures go hand in hand. You can’t do one without the other. Foreclosures should be Treasury’s #1 priority, not something to be done when we get around to it. Within the next few weeks, we will see tens of thousands more homeowners go into foreclosure. Treasury must take control of these toxic loans at a discount and modify them so that people can stay in their homes,” said John Taylor.

“Massive foreclosures and their contagion effects formed the epicenter of the financial crisis. We need a plan that meaningfully reduces loan costs through interest rate cuts and principal loan reductions. The longer Treasury delays announcing substantive measures to bring financial stability to working families and communities, the longer the US financial system and overall economy will suffer,” said Taylor.

Rising foreclosures are spurring a self-enforcing cycle of defaults, declines in home values and rising unemployment. Widespread unemployment is accelerating the economic crisis, as evidenced in a recent report published by Credit Suisse. The study projects 9 million foreclosures over the next four years, assuming an 8% unemployment rate. Given the current unemployment rate of 7.6%, with nearly 600,000 jobs lost last month alone, it seems certain that the US is on track to see unemployment hit 8% very soon.

At his meeting with the secretaries, Taylor discussed the need for broad-scale loan modification through the Homeowners Emergency Loan Program (HELP Now). This program would allow the Treasury to exercise its authority to purchase troubled loans at steep discounts (equivalent to roughly the current market value) from securitized pools. This would result in a relatively low cost to taxpayers. The government would then arrange for these loans to be modified through existing entities such as Fannie Mae and Freddie Mac, and then sell the modified loans back to the private market.

Keith Hennessey, the former Bush White House chief economic adviser and deputy director of the National Economic Council said the first $350 billion in TARP money was spent in the following manner:

"Two hundred and fifty billion of it has gone, and is going, to recapitalize banks, big and small, as we [Bush] said it would (although in a different way).

About $65 billion went to prevent Citigroup and A.I.G. from failing in ways that our team feared would have had severe systemic financial consequences.

Nineteen billion went out as loans to General Motors, Chrysler, and their finance companies.

And $20 billion is budgeted for a program scheduled to be rolled out in late February to provide some liquidity to certain securitization markets, to keep money flowing for credit cards, auto loans, small business loans, and student loans.

That’s $354 billion, of which about $251 billion had actually gone out the door as of Sunday January 11."

He added, "Don’t forget that each of these is a loan or an investment, structured so that the recipient is required to pay the taxpayer back. We’re taking a risk with these funds, in that the investments are uncertain and we know that some of them won’t be paid back in full (but we don’t know which ones). The point is that the long-term cost to the taxpayer will be significantly less than the initial taxpayer outlay."

My fellow citizens:

I stand here today humbled by the task before us, grateful for the trust you have bestowed, mindful of the sacrifices borne by our ancestors. I thank President Bush for his service to our nation, as well as the generosity and cooperation he has shown throughout this transition.

Forty-four Americans have now taken the presidential oath. The words have been spoken during rising tides of prosperity and the still waters of peace. Yet, every so often the oath is taken amidst gathering clouds and raging storms. At these moments, America has carried on not simply because of the skill or vision of those in high office, but because We the People have remained faithful to the ideals of our forbearers, and true to our founding documents.

So it has been. So it must be with this generation of Americans.

That we are in the midst of crisis is now well understood. Our nation is at war, against a far-reaching network of violence and hatred. Our economy is badly weakened, a consequence of greed and irresponsibility on the part of some, but also our collective failure to make hard choices and prepare the nation for a new age. Homes have been lost; jobs shed; businesses shuttered. Our health care is too costly; our schools fail too many; and each day brings further evidence that the ways we use energy strengthen our adversaries and threaten our planet.

These are the indicators of crisis, subject to data and statistics. Less measurable but no less profound is a sapping of confidence across our land - a nagging fear that America’s decline is inevitable, and that the next generation must lower its sights.

Today I say to you that the challenges we face are real. They are serious and they are many. They will not be met easily or in a short span of time. But know this, America - they will be met.

On this day, we gather because we have chosen hope over fear, unity of purpose over conflict and discord.

On this day, we come to proclaim an end to the petty grievances and false promises, the recriminations and worn out dogmas, that for far too long have strangled our politics.

We remain a young nation, but in the words of Scripture, the time has come to set aside childish things. The time has come to reaffirm our enduring spirit; to choose our better history; to carry forward that precious gift, that noble idea, passed on from generation to generation: the God-given promise that all are equal, all are free, and all deserve a chance to pursue their full measure of happiness.

In reaffirming the greatness of our nation, we understand that greatness is never a given. It must be earned. Our journey has never been one of short-cuts or settling for less. It has not been the path for the faint-hearted - for those who prefer leisure over work, or seek only the pleasures of riches and fame. Rather, it has been the risk-takers, the doers, the makers of things - some celebrated but more often men and women obscure in their labor, who have carried us up the long, rugged path towards prosperity and freedom.

For us, they packed up their few worldly possessions and traveled across oceans in search of a new life.

For us, they toiled in sweatshops and settled the West; endured the lash of the whip and plowed the hard earth.

For us, they fought and died, in places like Concord and Gettysburg; Normandy and Khe Sahn.

Time and again these men and women struggled and sacrificed and worked till their hands were raw so that we might live a better life. They saw America as bigger than the sum of our individual ambitions; greater than all the differences of birth or wealth or faction.

This is the journey we continue today. We remain the most prosperous, powerful nation on Earth. Our workers are no less productive than when this crisis began. Our minds are no less inventive, our goods and services no less needed than they were last week or last month or last year. Our capacity remains undiminished. But our time of standing pat, of protecting narrow interests and putting off unpleasant decisions - that time has surely passed. Starting today, we must pick ourselves up, dust ourselves off, and begin again the work of remaking America.

For everywhere we look, there is work to be done. The state of the economy calls for action, bold and swift, and we will act - not only to create new jobs, but to lay a new foundation for growth. We will build the roads and bridges, the electric grids and digital lines that feed our commerce and bind us together. We will restore science to its rightful place, and wield technology’s wonders to raise health care’s quality and lower its cost. We will harness the sun and the winds and the soil to fuel our cars and run our factories. And we will transform our schools and colleges and universities to meet the demands of a new age. All this we can do. And all this we will do.

Now, there are some who question the scale of our ambitions - who suggest that our system cannot tolerate too many big plans. Their memories are short. For they have forgotten what this country has already done; what free men and women can achieve when imagination is joined to common purpose, and necessity to courage.

What the cynics fail to understand is that the ground has shifted beneath them - that the stale political arguments that have consumed us for so long no longer apply. The question we ask today is not whether our government is too big or too small, but whether it works - whether it helps families find jobs at a decent wage, care they can afford, a retirement that is dignified. Where the answer is yes, we intend to move forward. Where the answer is no, programs will end. And those of us who manage the public’s dollars will be held to account - to spend wisely, reform bad habits, and do our business in the light of day - because only then can we restore the vital trust between a people and their government.

Nor is the question before us whether the market is a force for good or ill. Its power to generate wealth and expand freedom is unmatched, but this crisis has reminded us that without a watchful eye, the market can spin out of control - and that a nation cannot prosper long when it favors only the prosperous. The success of our economy has always depended not just on the size of our Gross Domestic Product, but on the reach of our prosperity; on our ability to extend opportunity to every willing heart - not out of charity, but because it is the surest route to our common good.

As for our common defense, we reject as false the choice between our safety and our ideals. Our Founding Fathers, faced with perils we can scarcely imagine, drafted a charter to assure the rule of law and the rights of man, a charter expanded by the blood of generations. Those ideals still light the world, and we will not give them up for expedience’s sake. And so to all other peoples and governments who are watching today, from the grandest capitals to the small village where my father was born: know that America is a friend of each nation and every man, woman, and child who seeks a future of peace and dignity, and that we are ready to lead once more.

Recall that earlier generations faced down fascism and communism not just with missiles and tanks, but with sturdy alliances and enduring convictions. They understood that our power alone cannot protect us, nor does it entitle us to do as we please. Instead, they knew that our power grows through its prudent use; our security emanates from the justness of our cause, the force of our example, the tempering qualities of humility and restraint.

We are the keepers of this legacy. Guided by these principles once more, we can meet those new threats that demand even greater effort - even greater cooperation and understanding between nations. We will begin to responsibly leave Iraq to its people, and forge a hard-earned peace in Afghanistan. With old friends and former foes, we will work tirelessly to lessen the nuclear threat, and roll back the specter of a warming planet. We will not apologize for our way of life, nor will we waver in its defense, and for those who seek to advance their aims by inducing terror and slaughtering innocents, we say to you now that our spirit is stronger and cannot be broken; you cannot outlast us, and we will defeat you.

For we know that our patchwork heritage is a strength, not a weakness. We are a nation of Christians and Muslims, Jews and Hindus - and non-believers. We are shaped by every language and culture, drawn from every end of this Earth; and because we have tasted the bitter swill of civil war and segregation, and emerged from that dark chapter stronger and more united, we cannot help but believe that the old hatreds shall someday pass; that the lines of tribe shall soon dissolve; that as the world grows smaller, our common humanity shall reveal itself; and that America must play its role in ushering in a new era of peace.

To the Muslim world, we seek a new way forward, based on mutual interest and mutual respect. To those leaders around the globe who seek to sow conflict, or blame their society’s ills on the West - know that your people will judge you on what you can build, not what you destroy. To those who cling to power through corruption and deceit and the silencing of dissent, know that you are on the wrong side of history; but that we will extend a hand if you are willing to unclench your fist.

To the people of poor nations, we pledge to work alongside you to make your farms flourish and let clean waters flow; to nourish starved bodies and feed hungry minds. And to those nations like ours that enjoy relative plenty, we say we can no longer afford indifference to suffering outside our borders; nor can we consume the world’s resources without regard to effect. For the world has changed, and we must change with it.

As we consider the road that unfolds before us, we remember with humble gratitude those brave Americans who, at this very hour, patrol far-off deserts and distant mountains. They have something to tell us today, just as the fallen heroes who lie in Arlington whisper through the ages. We honor them not only because they are guardians of our liberty, but because they embody the spirit of service; a willingness to find meaning in something greater than themselves. And yet, at this moment - a moment that will define a generation - it is precisely this spirit that must inhabit us all.

For as much as government can do and must do, it is ultimately the faith and determination of the American people upon which this nation relies. This is the meaning of our liberty and our creed - why men and women and children of every race and every faith can join in celebration across this magnificent mall, and why a man whose father less than sixty years ago might not have been served at a local restaurant can now stand before you to take a most sacred oath.

So let us mark this day with remembrance, of who we are and how far we have traveled. In the year of America’s birth, in the coldest of months, a small band of patriots huddled by dying campfires on the shores of an icy river. The capital was abandoned. The enemy was advancing. Let it be said by our children’s children that when we were tested we refused to let this journey end, that we did not turn back nor did we falter; and with eyes fixed on the horizon and God’s grace upon us, we carried forth that great gift of freedom and delivered it safely to future generations.

1,000 people or more at 34th Civil Rights March - It's Left To Us

Yes we can change --- this year 1,000 plus people attended the Martin Luther King Jr Celebration at the Cincinnati Music Hall. Hundreds went a freezing temperatures on a march that started at the National Underground Railroad Freedom Center, stopped at Foundation Square and headed to Music Hall to hear a rousing program moderated by Curtis Fuller and orchestrated by Bishop Todd O'Neal and Dr. Cathrine Roma.

We are proud to be a member of the The Martin Luther King Jr. Coalition 2009 Program Planning Committee [Cincinnati]. According to Bishop E. Lynn Brown, 2nd Episcopal Diocese C.M.E Church this is his finial year as Coalition President, we will poorer by this action . He like Rev. Dr. Rev. William Land of the United Church of Christ , who gave a rousing speech this day at Fountain Square, are direct connections to Dr. King. They actually worked with Dr. King in person and over the years have learned invaluable lessons from them. Thanks for you past service and we look forward to your future mentoring.

In a sad note, we acknowledge the passing of the Rev. Sherman and dedicated member of the Coalition. We will miss him. Also our condolences to Rabbi Gary Zola [Immediate Coalition Past President] on the death in his family.

Pinpoint College Aid for Math and Science Students: Launch an online database to give potential future scientists access to information about financial aid opportunities available in science and technology fields through the federal government and public or private resources.
Increase Science and Math Graduates: Improve science and math education in K through 12 to prepare more students for these studies in college. Work to increase our number of science and engineering graduates and encourage undergraduates studying math and science to pursue graduate studies. Good afternoon.

Before we begin, I’d like to say a few words about the necessary step taken today to help avoid a collapse in our auto industry that would have devastating consequences for our economy and our workers. With the short-term assistance provided by this package, the auto companies must bring all their stakeholders together – including labor, dealers, creditors and suppliers – to make the hard choices necessary to achieve long-term viability. The auto companies must not squander this chance to reform bad management practices and begin the long-term restructuring that is absolutely necessary to save this critical industry and the millions of American jobs that depend on it, while also creating the fuel-efficient cars of the future.

Whenever I have been asked how I measure the strength of the American economy, my answer is simple: jobs and wages. I know we will be headed in the right direction again when we are creating jobs, instead of losing them, and when Americans are gaining ground in terms of their incomes, instead of treading water or falling behind. In recent weeks, I’ve announced members of my economic team who will help us make progress in these areas.

Today, I’m announcing several other appointees who will play an integral role in our efforts to turn our economy around: Congresswoman Hilda Solis as Secretary of Labor; former Congressman Ray LaHood as Secretary of Transportation; Karen Mills as Administrator of the Small Business Administration; and Mayor Ron Kirk as United States Trade Representative.

Together with the appointees I’ve already announced, these leaders will help craft a 21st Century Economic Recovery Plan, with the goal of creating two and a half million new jobs and strengthening our economy for the future.

If jobs and incomes are our yardsticks, then the success of the American worker is key to the success of the American economy. For the past eight years, the Department of Labor has not lived up to its role either as an advocate for hardworking families or as an arbiter of fairness in relations between labor and management. That will change when Hilda Solis is Secretary of Labor. Under her leadership, I am confident that the Department of Labor will once again stand up for working families.

Hilda has always been an advocate for everyday people. When she received an award several years ago, she said, “Fighting for what is just is not always popular, but it is necessary.” And that is exactly what she has done throughout her career, blazing new trails every step of the way. Whether it’s creating green jobs that pay well and can’t be outsourced or expanding access to affordable health care or raising the minimum wage in California, Hilda has been a champion of our middle class. And I know that Hilda will show the same kind of leadership as Secretary of Labor that she showed in California and on the Education and Labor Committee by protecting workers’ rights – from organizing to collective bargaining, from keeping our workplaces safe to making our unions strong.

Standing up for our workers means putting them back to work and fueling economic growth. Our economy boomed in the 20th Century when President Eisenhower remade the American landscape by building the interstate highway system. Now we need to remake our transportation system for the 21st Century. Doing so will not only help us meet our energy challenge by building more efficient cars, buses, and subways or make Americans safer by rebuilding our crumbling roads and bridges – it will create millions of new jobs in the process.

Few understand our infrastructure challenge better than the outstanding public servant I am asking to lead the Department of Transportation – Ray LaHood. As a Congressman from Illinois, Ray served six years on the Transportation and Infrastructure Committee, leading efforts to modernize our aviation system by renewing our aging airports and ensuring that air traffic controllers were using cutting edge technology. Throughout his career, Ray has fought to improve mass transit and invest in our highways. But he has not only helped rebuild our landscape, he has helped beautify it by creating opportunities for bikers and runners to enjoy our great outdoors. When I began this appointment process, I said I was committed to finding the best person for the job, regardless of party. Ray’s appointment reflects that bipartisan spirit – a spirit we need to reclaim in this country to make progress for the American people.

To strengthen our economy, we must also strengthen the small businesses that are its backbone. I can think of no one better to lead this effort as Administrator of the Small Business Administration than Karen Mills. With Karen at the helm, America’s small businesses will have a partner in Washington, helping them create jobs and spur growth in communities across this country. A venture capitalist who invests in small businesses, Karen understands the challenges faced by both small business owners and the workers they employ. With a background in the private sector and experience helping Maine’s governor promote growth across the state, I am confident that Karen will lead an SBA that will not only help small business owners realize their dreams, but help our nation rebuild our economy.

We also know that the success of American businesses, small and large, depends on their ability to sell their products across the globe. That is why we must engage in strong, robust trade and open doors for American products. In our global economy, we must compete and win if we are going to strengthen our middle class and forge bonds with other nations that can contribute to peace and stability around the world. But I also believe that any trade agreement we sign must be written not just with the interests of big corporations in mind, but with the interests of our whole nation and our workers at heart.

Ron Kirk understands this better than just about anyone. As Mayor of Dallas, Ron helped steer one of the world’s largest economies. He has seen the promise of trade, but also its pitfalls. And he knows there is nothing inconsistent about standing up for free trade and standing up for American workers. During his tenure as Mayor, Ron brought different groups together to create jobs, invest in the community, and spur economic growth. As a leader, negotiator, and principled proponent of trade, Ron will help make sure that any agreements I sign as President protect the rights of all workers, promote the interests of all Americans, and preserve the planet we all share.

With these outstanding appointees, I have filled out our economic team, and done so at an earlier point than any President in history, because we face challenges unlike any we have faced in generations.

Daunting as the challenges we are inheriting may be, I’m convinced that our team and the American people are prepared to meet them. It will take longer than any of us would like – years, and not months. It will get worse before it gets better. But it will get better – if we’re willing to act boldly and swiftly. Cincinnati Change plans to create a financial instrument capable of financing a revolutionary health care prototype infrastructure for Ohio, based on established technology. It will be capable of supporting people nationwide with best practice health care and open source economic development tied to a comprehensive housing program that Erases the Digital Divide by embedding technology into homes that reduces their long term operating cost and improve the lives of residents.

We are a government of citizens in the midst of historic change. Over the next 4 years, the 44th president will be able to set policy for the next 100 years, like another President did, 100 years ago.

In Cincinnati, we will raise funds to create the vehicle to buy 20,000 troubled and/or foreclosed mortgages in Southern Ohio as part of our solution to erase the Development Divide. This will be done in conjunction with property owned by investors who are willing to work with Cincinnati Change and its partners, negotiating the restructuring existing debt will have the option of exercising subscription rights to new debt.

We plan to issue new debt instruments that will be used to put people to work. We will use our open Web 2.0 study of the current tax code to maximize a program that puts people to work in Southern Ohio. We will concentrate principally in infrastructure with a focus on MSD [through 2029], health care, education, technology, energy and reconstruction in Southern Ohio through tax increment financing and other revisions to the tax code through Open Source Solutions to Erasing the Development Divide and American financial crisis.

Cincinnati Change will appeal to all levels of government and use in its application US government programs that can be executed by the public/private alliance Cincinnati Change is assembling.

To implement this, our attorneys will be required to develop, under OMB A-76 Authority, an order that will support export growth based on a 4 year plan to service people around the world starting with the Cincinnati Empowerment Zone with its 50,000 residents and 68,000 employees working for over 3,000 employers.

Our offerings will be centered around digital services in support of economic development, career support, social [L.I.S.W.] services, human [The NET Video] and health care [OneCommunity] that supports a super set of International Standards Organization [ISO] 26000.

One week after winning the presidential election, President Elect Obama took a brief break from his primary tasks of mapping out his administration and monitoring the economic crisis to mark Veterans Day at the bronze soldiers memorial between the Field Museum and Soldier Field in Chicago.

The Illinois Senator, who will inherit battles in Iraq and Afghanistan from President Bush, was accompanied by Tammy Duckworth, an Iraq war veteran who lost her legs in combat. She is the Illinois governor's veterans affairs director and would make a great national Veterans Affairs Director

On a brisk autumn day, Obama moved a pre-positioned wreath a few feet closer to the front of the memorial that bore the phrase "dedicated to the defenders of our liberty." He and Duckworth bowed their heads briefly and then each saluted.

"Let us rededicate ourselves to keep a sacred trust with all who have worn the uniform of the United States of America: that America will serve you as well as you have served your country," Obama said in a statement. "As your next commander in chief, I promise to work every single day to keep that sacred trust with all who have served."

In his statement Obama praised "the extraordinary service and selfless sacrifice of our nation's veterans" who have "defended the American people and stood up for American values."

"Since 9/11, a new generation of American heroes has borne a heavy load in facing down the threats of the 21st century, and their families have been asked to bear the painful absence of a loved one. These Americans are the best and bravest among us, and they are all in our thoughts and prayers," he added.

May he prove worthy of the office as Commander in Chief tasked to him by the American people.

If there is anyone out there who still doubts that America is a place where all things are possible; who still wonders if the dream of our founders is alive in our time; who still questions the power of our democracy, tonight is your answer.

It’s the answer told by lines that stretched around schools and churches in numbers this nation has never seen; by people who waited three hours and four hours, many for the very first time in their lives, because they believed that this time must be different; that their voice could be that difference.

It’s the answer spoken by young and old, rich and poor, Democrat and Republican, black, white, Latino, Asian, Native American, gay, straight, disabled and not disabled – Americans who sent a message to the world that we have never been a collection of Red States and Blue States: we are, and always will be, the United States of America.

It’s the answer that led those who have been told for so long by so many to be cynical, and fearful, and doubtful of what we can achieve to put their hands on the arc of history and bend it once more toward the hope of a better day.

It’s been a long time coming, but tonight, because of what we did on this day, in this election, at this defining moment, change has come to America.

I just received a very gracious call from Senator McCain. He fought long and hard in this campaign, and he’s fought even longer and harder for the country he loves. He has endured sacrifices for America that most of us cannot begin to imagine, and we are better off for the service rendered by this brave and selfless leader. I congratulate him and Governor Palin for all they have achieved, and I look forward to working with them to renew this nation’s promise in the months ahead.

I want to thank my partner in this journey, a man who campaigned from his heart and spoke for the men and women he grew up with on the streets of Scranton and rode with on that train home to Delaware, the Vice President-elect of the United States, Joe Biden.

I would not be standing here tonight without the unyielding support of my best friend for the last sixteen years, the rock of our family and the love of my life, our nation’s next First Lady, Michelle Obama. Sasha and Malia, I love you both so much, and you have earned the new puppy that’s coming with us to the White House. And while she’s no longer with us, I know my grandmother is watching, along with the family that made me who I am. I miss them tonight, and know that my debt to them is beyond measure.

To my campaign manager David Plouffe, my chief strategist David Axelrod, and the best campaign team ever assembled in the history of politics – you made this happen, and I am forever grateful for what you’ve sacrificed to get it done.

But above all, I will never forget who this victory truly belongs to – it belongs to you.

I was never the likeliest candidate for this office. We didn’t start with much money or many endorsements. Our campaign was not hatched in the halls of Washington – it began in the backyards of Des Moines and the living rooms of Concord and the front porches of Charleston.

It was built by working men and women who dug into what little savings they had to give five dollars and ten dollars and twenty dollars to this cause. It grew strength from the young people who rejected the myth of their generation’s apathy; who left their homes and their families for jobs that offered little pay and less sleep; from the not-so-young people who braved the bitter cold and scorching heat to knock on the doors of perfect strangers; from the millions of Americans who volunteered, and organized, and proved that more than two centuries later, a government of the people, by the people and for the people has not perished from this Earth. This is your victory.

I know you didn’t do this just to win an election and I know you didn’t do it for me. You did it because you understand the enormity of the task that lies ahead. For even as we celebrate tonight, we know the challenges that tomorrow will bring are the greatest of our lifetime – two wars, a planet in peril, the worst financial crisis in a century. Even as we stand here tonight, we know there are brave Americans waking up in the deserts of Iraq and the mountains of Afghanistan to risk their lives for us. There are mothers and fathers who will lie awake after their children fall asleep and wonder how they’ll make the mortgage, or pay their doctor’s bills, or save enough for college. There is new energy to harness and new jobs to be created; new schools to build and threats to meet and alliances to repair.

The road ahead will be long. Our climb will be steep. We may not get there in one year or even one term, but America – I have never been more hopeful than I am tonight that we will get there. I promise you – we as a people will get there.

There will be setbacks and false starts. There are many who won’t agree with every decision or policy I make as President, and we know that government can’t solve every problem. But I will always be honest with you about the challenges we face. I will listen to you, especially when we disagree. And above all, I will ask you join in the work of remaking this nation the only way it’s been done in America for two-hundred and twenty-one years – block by block, brick by brick, calloused hand by calloused hand.

What began twenty-one months ago in the depths of winter must not end on this autumn night. This victory alone is not the change we seek – it is only the chance for us to make that change. And that cannot happen if we go back to the way things were. It cannot happen without you.

So let us summon a new spirit of patriotism; of service and responsibility where each of us resolves to pitch in and work harder and look after not only ourselves, but each other. Let us remember that if this financial crisis taught us anything, it’s that we cannot have a thriving Wall Street while Main Street suffers – in this country, we rise or fall as one nation; as one people.

Let us resist the temptation to fall back on the same partisanship and pettiness and immaturity that has poisoned our politics for so long. Let us remember that it was a man from this state who first carried the banner of the Republican Party to the White House – a party founded on the values of self-reliance, individual liberty, and national unity. Those are values we all share, and while the Democratic Party has won a great victory tonight, we do so with a measure of humility and determination to heal the divides that have held back our progress. As Lincoln said to a nation far more divided than ours, “We are not enemies, but friends…though passion may have strained it must not break our bonds of affection.” And to those Americans whose support I have yet to earn – I may not have won your vote, but I hear your voices, I need your help, and I will be your President too.

And to all those watching tonight from beyond our shores, from parliaments and palaces to those who are huddled around radios in the forgotten corners of our world – our stories are singular, but our destiny is shared, and a new dawn of American leadership is at hand. To those who would tear this world down – we will defeat you. To those who seek peace and security – we support you. And to all those who have wondered if America’s beacon still burns as bright – tonight we proved once more that the true strength of our nation comes not from our the might of our arms or the scale of our wealth, but from the enduring power of our ideals: democracy, liberty, opportunity, and unyielding hope.

For that is the true genius of America – that America can change. Our union can be perfected. And what we have already achieved gives us hope for what we can and must achieve tomorrow.

This election had many firsts and many stories that will be told for generations. But one that’s on my mind tonight is about a woman who cast her ballot in Atlanta. She’s a lot like the millions of others who stood in line to make their voice heard in this election except for one thing – Ann Nixon Cooper is 106 years old.

She was born just a generation past slavery; a time when there were no cars on the road or planes in the sky; when someone like her couldn’t vote for two reasons – because she was a woman and because of the color of her skin.

And tonight, I think about all that she’s seen throughout her century in America – the heartache and the hope; the struggle and the progress; the times we were told that we can’t, and the people who pressed on with that American creed: Yes we can.

At a time when women’s voices were silenced and their hopes dismissed, she lived to see them stand up and speak out and reach for the ballot. Yes we can.

When there was despair in the dust bowl and depression across the land, she saw a nation conquer fear itself with a New Deal, new jobs and a new sense of common purpose. Yes we can.

When the bombs fell on our harbor and tyranny threatened the world, she was there to witness a generation rise to greatness and a democracy was saved. Yes we can.

She was there for the buses in Montgomery, the hoses in Birmingham, a bridge in Selma, and a preacher from Atlanta who told a people that “We Shall Overcome.” Yes we can.

A man touched down on the moon, a wall came down in Berlin, a world was connected by our own science and imagination. And this year, in this election, she touched her finger to a screen, and cast her vote, because after 106 years in America, through the best of times and the darkest of hours, she knows how America can change. Yes we can.

America, we have come so far. We have seen so much. But there is so much more to do. So tonight, let us ask ourselves – if our children should live to see the next century; if my daughters should be so lucky to live as long as Ann Nixon Cooper, what change will they see? What progress will we have made?

This is our chance to answer that call. This is our moment. We will plan to act on the six “principles” Senator Obama has outlined suggesting a more comprehensive infrastructure overhaul of the financial markets. In the past he has suggested that his administration would regulate investment banks, mortgage brokers and hedge funds much as commercial banks are. And he would streamline the overlapping regulatory agencies and create a commission to monitor threats to the financial system and report to the White House and Congress.

Cincinnati Change, an Ohio not for profit company established in 1998, believes that one of the prime causes of crime is poverty and that we can change the conditions from which crime takes root in Southern Ohio is creating with McGraw Daniels, LLC (MDi) as its minority partner and contractor.

"However, at the dawn of this Digital Age, those who could benefit the most from this economically empowering technology are also those most likely to be left without access because of where they live or how much money they make." Roughly half of the country's households still lack broadband connections, and the United States continues to fall further behind with less than 79 million home out of the 120 million homes in the United States (US Census Data) connected to a broadband network. We will demonstrate for the next President a solution in Hamilton County that Eases the Digital Divide.

Cincinnati Change intends to partner to leverage financial instruments in Southern Ohio with Federal, State and local public funding and private capital building in Cincinnati under the Community Reinvestment Act. Cincinnati Change will use MDi and its partner OneCommunity to combine technology company investment and gifts together in support of Greater Cincinnati’s underserved communities while fostering best of class public service technology for all of Cincinnati’s residents. This technology can then be used on a day to day basis as a service bureau for other governmental agencies who can act as revenue anticipation stakeholders thereby reducing their capital expediters.

The business model we will utilized to foster the ability to acquire and/or repair existing buildings that will house technologies supporting the Cincinnati Change Universal Access Program, which will adopt the MDi & OneCommunity Universal Access Program for implementation in Southern Ohio. Under Cincinnati Change, each house in the City of Cincinnati will have fiber installed and a wireless network access point connected to an open source server and sensor package.

Fannie Mae & Freddie Mac Are the Latest Casualties, But Not the Last, of Failure to Address Foreclosure Crisis

More financial institutions will fail if foreclosure crisis continues to be ignored.

Washington, DC - The National Community Reinvestment Coalition (NCRC) today said that the government¹s takeover of Fannie Mae and Freddie Mac was unavoidable as a direct result of the failure of Congress and the Administration to address the ongoing foreclosure crisis. Earlier intervention to stem the foreclosure crisis would have been a more efficient and equitable use of taxpayer dollars. In addition to avoiding the collapse of financial institutions, doing so would have allowed millions of working families to maintain their homes.

While the decision to avoid the collapse of Fannie Mae and Freddie Mac was critical to prevent potentially catastrophic consequences for the credit markets, doing so will not resolve the foreclosure crisis and its ongoing impact on the credit markets and the economy. The complexity and cost of shoring up Fannie Mae and Freddie Mac including putting the taxpayer at risk for hundreds of billions of dollars will be far greater than would have been intervening to assist homeowners to stay in their homes.

While the intervention to rescue Fannie Mae and

Freddie Mac may temporarily help the credit markets,

the prospect for millions of additional foreclosure

leaves many more financial institutions vulnerable to

failure. The fact that continues to be ignored is that

financial institutions are failing because families are

losing their homes, said NCRC President & CEO John

Taylor.

Congress and the Administration should focus more attention on helping homeowners saddled with unfair and deceptive loan products.

In addition to failing to stem foreclosures, Congress and the Administration also have not enacted an anti-predatory lending law to ensure this debacle does not occur again.

Financial institutions had already acknowledged more than $470 billion dollars worth of losses even before the failure of Fannie Mae and Freddie Mac, yet even these dramatic event shave not been sufficient to trigger legislation to protect the American public.

Reckless and irresponsible lending behavior is the cornerstone of the current market crisis,² said Taylor. He continued, If we¹re not dealing with the how we got here, then we¹ll surely get here again.

Fact: Today, as home prices decline and foreclosures mount, one of the big questions facing policymakers is what to do with Fannie Mae and Freddie Mac, which provide crucial funding for mortgage lenders.Together, they own or guarantee $5.3 trillion of mortgages and securities backed by mortgages out of a total market of a little over $12 trillion dollars.

Fannie Mae was first chartered by the U.S. government in 1938 to help ensure a reliable and affordable supply of mortage funds throughout the country. "These entities are so big and they're so tied into the housing market that it's probably true that we have to take steps to make sure they dont just collapse," Democratic presidential nominee Barack Obama said at a rally in Terre Haute, Indiana. "Because the housing market, which is already weakened, would be in even worse shape it we didn't take some steps."

Paulson called Obama on Friday night to brief the Democratic candidate and Obama discussed the situation on Saturday with his economic advisers, including former Fed Chairman Paul Volcker, a campaign official said.

Separately, an economic adviser to Republican presidential hopeful Sen. John McCain said Paulson had briefed McCain on the situation over the phone on Saturday morning.

The adviser, Douglas Holtz-Eakin, said the Arizona senator would support a short-term solution that would keep any trouble at the two companies from spreading further to financial markets. "Over the long haul he believes we should downsize and privatize them so that they're not a risk to the American taxpayer," he said.

Apple keeps pummeling Microsoft in its ads, and yadda yadda yadda, the world's largest software maker plans to hire comedian Jerry Seinfeld for its new marketing campaign, the Wall Street Journal reported Thursday.

Continually painted by Apple and other rivals as uncool and unsafe, Microsoft plans to spend US$300 million on a new series of advertisements designed around its "Windows Not Walls" slogan that will feature Seinfeld and Microsoft Chairman Bill Gates.

Seinfeld will take home $10 million for his role in the spots, the report said, citing people familiar with the situation.

Microsoft is not only trying to turn around a stodgy corporate image, but also wants to reverse recent product misfires, including the Windows Vista operating system and the Zune digital music player.

Apple has rubbed in Microsoft's lack of success and highlighted its own winning streak in a series of "Mac vs. PC. Here is one as an expample.

WASHINGTON - The United States Government is expected to take over Fannie Mae and Freddie Mac as soon as this weekend in a monumental move designed to protect the mortgage market from the failure of the two companies, which together hold or guarantee half of the nation's mortgage debt, a person briefed on the matter said Friday night.
Some of the details of the intervention, which could cost taxpayers billions, were not yet available, but are expected to include the departure of Fannie Mae CEO Daniel Mudd and Freddie Mac CEO Richard Syron, according to the source, who asked not to be named because the plan was yet to be announced.

Federal Reserve Chairman Ben Bernanke, Treasury Secretary Henry Paulson and James Lockhart, the companies' chief regulator, met Friday afternoon with the top executives from the mortgage companies and informed them of the government's plan to put the troubled companies into a conservatorship.

The news, first reported on The Wall Street Journal's Web site, came after stock markets closed. In after-hours trading Fannie Mae's shares plunged $1.54, or 22 percent, to $5.50. Freddie Mac's shares fell $1.06, or almost 21 percent, to $4.04. Common stock in the companies will be worth little to nothing after the government's actions.

The news also followed a report Friday by the Mortgage Bankers Association that more than 4 million American homeowners with a mortgage, a record 9 percent, were either behind on their payments or in foreclosure at the end of June.

That confirmed what investors saw in Fannie and Freddie's recent financial results: trouble in the mortgage market has shifted to homeowners who had solid credit but took out exotic loans with little or no proof of their income and assets.

Fannie Mae and Freddie Mac lost a combined $3.1 billion between April and June. Half of their credit losses came from these types of risky loans with ballooning monthly payments.

While both companies said they had enough resources to withstand the losses, many investors believe their financial cushions could wither away as defaults and foreclosures mount.

Many in Washington and on Wall Street hadn't expected Paulson to intervene unless the companies had trouble issuing debt to fund their operations.

This summer, Congress passed a plan to provide unlimited government loans to Fannie and Freddie and to purchase stock in the two companies if needed.

Critics say the open-ended nature of the rescue package could expose taxpayers to billions of dollars of potential losses.

Supporters, however, argue the Bush administration had little choice but to support Fannie and Freddie, which together hold or guarantee $5 trillion in mortgages — almost half the nation's total.

Representatives of Fannie and Freddie declined to comment on the government assistance plan.

Treasury spokeswoman Brookly McLaughlin said officials "have been in regular communications" with Fannie and Freddie, but refused to comment saying, "We are not going to comment on rumors."

Concern has been growing that a government rescue of Fannie and Freddie could not only wipe out common stockholders, but also be costly for scores of investment, banking and insurance companies that hold billions of dollars in their preferred shares.

Paulson has been in contact in recent weeks with foreign governments that hold billions of dollars of Fannie and Freddie debt to reassure them that the United States recognizes the importance of the two companies.

The two companies had nearly $36 billion in preferred shares outstanding as of June 30, according to filings with the Securities and Exchange Commission.

Mudd, the son of TV anchor Roger Mudd, was elevated to Fannie Mae's top post in December 2004 when chief executive Franklin Raines and chief financial officer Timothy Howard were swept out of office in an accounting scandal. Syron was named Freddie Mac's CEO in 2003, replacing former chief Gregory Parseghian, who was ousted in after being implicated in accounting irregularities.

He formerly was executive chairman of Thermo Electron Corp., a Waltham, Mass.-based maker of scientific equipment, served head of the American Stock Exchange and was president of the Federal Reserve Bank of Boston in the early 1990s.

Fannie Mae was created by the government in 1938, and was turned into a shareholder-owned company 30 years later. Freddie Mac was established in 1970 to provide competition for Fannie.

A government takeover could cost taxpayers up to $25 billion, according to the Congressional Budget Office.

But the epic decision highlights the size of the threats facing the housing market and the economy. On Friday, Nevada regulators shut down Silver State Bank, the 11th failure this year of a federally insured bank. And earlier this year, the government orchestrated the takeover of investment bank Bear Stearns by JP Morgan Chase.

Washington, DC – The Federal Housing Finance Agency (FHFA) has transmitted to the Federal Register a Notice of “Establishment of a New Independent Agency.” This provides formal public notice of the existence of the Agency, its purpose and the chapter of the Code of Federal Regulations (CFR) that it will employ for public dissemination of regulations, guidances and other publications. The new chapter of the Code is Title 12 CFR Chapter XII.

FHFA was established July 30, 2008 and is making good progress in integrating the Office of Federal Housing Enterprise Oversight (OFHEO), the Federal Housing Finance Board and HUD mission and affordable housing programs.

Additional announcements will be forthcoming on issues relating to the joining of the agencies as well as regulations from the new Agency. New regulations will be necessary to address routine “merger” matters, but as well to implement, where necessary, the many new authorities, powers and directions given to FHFA that modernize and strengthen supervision of Fannie Mae, Freddie Mac and the Federal Home Loan Banks. All existing regulations, orders and decisions of OFHEO and the Finance Board remain in effect until modified or superseded.

The Federal Housing Finance Agency is an independent federal agency created by the Housing and Economic Recovery Act of 2008. It combines the Federal Housing Finance Board (FHFB) and the Office of Federal Housing Enterprise Oversight (OFHEO). James B. Lockhart III, current director of OFHEO, will oversee the new agency.

“FHFA was established to ensure that Fannie Mae, Freddie Mac and the Federal Home Loan Banks operate in a safe and sound manner,” said FHFA Director James B Lockhart. “We are working quickly to set up the regulatory framework needed to make certain that their operations and activities foster liquid, efficient, competitive, and resilient national housing finance markets.”

The Father of Labor Day in Ohio

Cincinnati Change for the third year commemorates the Father of Labor Day, the Honorable John Patterson Green (1845-1940)

Cincinnati Change recognizes John Patterson Green’s legislative sponsorship of Labor Day in Ohio. House Bill 500 was passed on April 28, 1890 and consisted of one sentence:

“Be it enacted by the General Assembly of the State of Ohio, that the first Monday in September of each and every year shall be known as Labor Day . . .”

In 1894, the U.S. Congress passed a bill making Labor Day a national holiday.

Patterson Green’s efforts preceded the accomplishments of organized labor leaders such as A. Philip Randolph, Sleeping Car Porters; John L. Lewis, United Mine Workers; Philip Murray, United Steel Workers; Jimmy Hoffa,Teamsters; Walter Reuther, United Auto Workers; and Cesar Chavez, United Farm Workers.

Born in New Bern, North Carolina, John Patterson Green became Cleveland’s first black lawyer and first black elected official (Justice of the Peace) and was also the second African-American elected to serve in the Ohio House of Representatives in 1882.

During his second elected term in 1890, the state of Ohio enacted Labor Day legislation that earned him the title “Father of Labor Day in Ohio.” The former common laborer and lawyer wanted to honor all working men and women in Ohio with the idea of establishing a holiday to celebrate the contributions of workers (not politicians).

The Honorable John Patterson Green served three successive terms in the Ohio General Assembly, including two terms in the House of Representatives (1882-1883 and 1890-1891). In 1892, he was elected to the Ohio Senate, making him the first African-American elected to a state senate north of the Mason-Dixon Line in the United States. While serving as an Ohio state legislator, John Patterson Green sponsored and supported 21 major bills on behalf of labor.

During his professional and legislative career, he counted among his closest friends Mr. & Mrs. John D. (Ms. Lara C. Spellman) Rockefeller, Marcus A. Hanna and George A. Myers—all captains of industry. He also was a friend of and assisted Civil Rights leaders, such as Harry Smith, Booker T. Washington, Frederick Douglas, Charles Chestnut, and other black leaders of his day.

Mr. Green was also befriended by and received appointments to federal positions by Presidents James A. Garfield and William McKinley. Of all his associations and accomplishments, however, the Honorable John Patterson Green was most proud of his work to honor all working men and women of this nation by initiating Labor Day.

Constitution Day 2008

Independence Day (United States), to commemorate the adoption of the U.S. Declaration of Independence (1776), not the U.S. Constitution.

On September 17, 1787, the final draft of the Constitution was signed by 39 delegates. The document was then sent to the states for ratification, and went into effect on June 21, 1788 when New Hampshire became the ninth state to ratify the Constitution.

The US Constitution was adopted on September 17, 1787, but in 1952, President Harry S. Truman made September 17 Citizenship Day instead of calling it Constitution Day.

The law establishing the holiday was created in 2004 with the passage of an amendment by Senator Robert Byrd to the Omnibus spending bill of 2004. Before this law was enacted, the holiday was known as "Citizenship Day". In addition to renaming the holiday "Constitution Day and Citizenship Day," the act mandates that all publicly funded educational institutions provide educational programming on the history of the American Constitution on that day. In May 2005, the United States Department of Education announced the enactment of this law and that it would apply to any school receiving federal funds of any kind. This holiday is not observed by granting time off work for federal employees

Primary Source Documents Related to the United States Constitution

Louisville, Ohio calls itself Constitution Town and credits one of its own for getting the holiday national recognition. In 1952, resident Olga T. Weber petitioned municipal officials to establish Constitution Day, in honor of the ratification of the US Constitution in 1789. Mayor Gerald A. Romary proclaimed September 17, 1952, as Constitution Day in the city. The following April, Weber requested that the Ohio General Assembly proclaim September 17 as state-wide Constitution Day.

Her request was signed into law by Governor Frank J. Lausche. In August 1953, she took her case to the United States Senate, which passed a resolution designating September 17-23 as Constitution Week. The Senate and House approved her request and it was signed into law by President Dwight D. Eisenhower. On April 15, 1957, the City Council of Louisville declared the city Constitution Town. The Ohio State Archaeological and Historical Society later donated four historical markers, located at the four main entrances to the city, explaining Louisville's role as originator of Constitution Day.

The Start on Closing the Health Gap

Roughly six years ago Council voted to support the Center for Closing the Health Gap (Center) as the result of a lawsuit settlement, which was negotiated by the previous Health Commissioner. The Solicitor has indicated that applying for the formation grant for an Office of Minority Health would be duplicative of the Center’s services. Council voted to not support the Health Department’s application for a formation grant as it is duplicative of the Center’s services and we could lose millions from the private sector.

It is important to note the potential funding is not “free”, rather it would cost the City, as the grant requires matching funds from the City, as well as requiring new office staff to implement the program.

It has been broadcast that “264,000” in grant had been awarded to the Health Department and the City forced the Department to return those funds; this is simply not true as the Department never received any funds. However, as stated by the Health Commissioner in a memo dated July 18^th, 2008 there was “potential funding that could come to the city through the establishment of an Office of Minority Health at the Health Department”, which is also untrue. In fact, the Health Department only ever requested to apply for $69,023 from Council (Council item #200800228).

This grant is a 2 year grant which states that the potential funding is up to $100,000 per year, which means only a total of $200,000, may be realized; therefore it is not possible for the Health Department to secure $264,000 in funding. In fact other cities have only received a total of $69,000 from this grant.

I believe and hope that you can agree that the Center for Closing the Health Gap is doing a great job of working toward reducing health disparities. It is not necessary for the Health Department to set up an office to deal with health disparities as they should already be doing this, especially as they receive a total of $32,065,400 ($32 million) per year, $20 million coming from the City.

I hope this e-mail helps in explaining Council’s position and our support towards combating health disparities in our city. Please note, Council’s position is to ensure we do not waste the taxpayer’s dollars by providing duplicative services and we have asked the Health Commissioner to work with the Center in their efforts to reduce health disparities.

We believe that we can increase their stay in Cincinnati through their childbearing years. We will through the development of high quality apartment and condominium living for high-income singles increases the stay from this class above the national average of 3.1 years. We will bring, and or develop, 10,000 creative class workers under 30 in Cincinnati by 2010 for a stay of at least three years, for many well into their childbearing years, in jobs created because of Cincinnati Change partners with the hope that they will stay.

CINCINNATI CHANGE believes that many want to be, can be or are teachers who through Cincinnati Change will stay in Cincinnati beyond today's average worker stay at a job if we can put in place the resources that nurture their development. Through Cincinnati Change, young families of the creative class will have access to world-class schools and research centers in subjects that lead to inclusion in advanced employment by employers of this class.
